Eagle is a bouncer who was hired to beat Sagat in the first tournament. He failed, and hasn't been heard of since. Eagle also became homosexual with some pretty obvious quotes, but this was censored in the US version as usual.

REVIEW:
Eagle isn't a terrible design, but there are indeed more exciting characters that have come out of the SF series... It was good to see him return in CVS2, and he has some nice moves in that game. But yeah, he really is gay according to his storyline (not that there's anything wrong with being gay, but you know)... That spinning special move he does should have told you as much.
