He's based off of a traditional Japanese festival. His fighting style is known as "a power style of the Matsuyubayashi family/ The three power provisions of the knowledge of man." He looks up to his father, Matsuribayashi Kadomatsu.

REVIEW:
Sugoroku is obviously a kooky design, and a pretty decent comic relief character for the series (which Samurai Shodown was always low on)! He brings a unique & innovative weapon to the series (and to fighting games) and he uses it in some crazy ways, including riding it like a rocket! lmao. Some of his special moves could have looked better though. :/
